He has introduced and championed the Foreign Pollution Fee Act, a bipartisan bill that would impose import charge fees on carbon-intensive imports such as steel, aluminum, cement, and fertilizer based on differences in environmental standards. The approach is designed to strengthen American manufacturers while addressing the competitive and national security challenges posed by countries with weaker environmental standards, including China.
