SUMMARY:Constructing Representation: Approaches to Migration and Race
DESCRIPTION:Andrea Mitchell Center graduate student workshop\, featuring Ezekiel Vergara and Maryam Nahhal.\n\n\nThe Andrea Mitchell Center invites you to its second graduate student workshop of 2024-25\, featuring Maryam Nahhal of Johns Hopkins University and Ezekiel Vergara from the University of Pennsylvania. \nThis is a hybrid event  —  the Zoom links will be sent to all participants. \nPapers will also be sent to all registered guests. \nMaryam Nahhal is a fourth year PhD candidate in Political Science at Johns Hopkins University. She completed my BA in International Relations at Queen Mary\, University of London\, and my MLitt in International Security Studies at the University of St. Andrews. Her research interests include the political development of racial classifications and racialised precarity. Her current work focuses on the U.S. census and the racial classification of Arab Americans. \nEzekiel Vergara is a third-year Ph.D. student in the University of Pennsylvania’s Department of Philosophy. He completed his undergraduate degree at Dartmouth College\, where he studied Philosophy and Government. Prior to starting his Ph.D.\, Vergara worked at the Yale Program on Financial Stability\, where he studied governments’ responses to financial crises. Vergara’s research interests primarily lie in political philosophy\, ethics\, and metaethics. In political philosophy\, he is interested in global justice\, liberal political thought\, and debates about ideal/non-ideal theory. In ethics\, he is interested in the ethics of self-defense\, the ethics of economic foreign policy\, and our duties to future people. He also likes to think about relational accounts of morality and consequentialism. In metaethics\, he is interested in non-naturalism and moral disagreement. \nDoes Political Equality Demand That You Move?By Ezekiel Vergara \nSome representative schemes are population-sensitive. How much representation a group gets depends on the size of the represented population. Other representative schemes are population-insensitive. In these schemes\, how much representation a group gets does not turn on the size of the represented population.In this paper\, I am interested in population-insensitive schemes. I maintain that population-insensitive schemes lead to an unjustifiable inequality in political influence. Those who live in less populous areas are afforded more political influence than those in more populous areas. Like other causes of unequal political influence\, I think that we have an obligation to mitigate it. \nWhile there are different ways to mitigate this inequality\, I focus on Rearrangement. Such a policy encourages the redistribution of population\, such that each representative subunit has roughly the same population. To argue for Rearrangement\, I proceed as follows. In Section I\, I clarify my focus on political influence. In Section II\, I discuss cases in which we think that we ought to intervene to address unequal political influence. In Section III\, I suggest that we have the same reasons to address the unequal political influence that results from population-insensitive schemes. In Section IV\, I provide a sketch of what Rearrangement would require. Such a policy encourages the redistribution of population\, such that each representative subunit has roughly the same population. I maintain that such a program is not only practically plausible\, but also that it holds philosophical merits. In Sections V and VI\, I argue that it is not too demanding\, and it respects the value that liberals accord to culture. It also promotes the independent value of diversity. \nHomeland (In)Security and the racialisation of the Arab in AmericaBy Maryam Nahhal \nThe study of racial formation in the United States has generally ignored the role of Islam and Islamophobia in the construction of racial categories. This became exponentially more apparent after 9/11 with the substantial increase in surveillance\, unlawful detentions\, hate crimes\, and media rhetoric targeting Muslims and those perceived to be so\, as well as military interventions in sovereign countries in the Middle East. This paper seeks to understand the racialisation of a category of people that had hitherto been mostly absent from racial politics literature. I argue that predominantly Christian Arab immigrants enjoyed a relatively benign position within the US racial system in the first half of the twentieth century. While this position was not uncontested\, both by the courts and by the nativist backlash of the early 20th century\, the Christian Arab was granted legal status as white on the basis of a shared Christian heritage. It was not until the 1960s that the Arab\, while still officially white in legal instruments such as the Census\, lost the invisibility and protections that such whiteness had granted them. This shift is linked to the increased immigration of Muslim Arabs following the 1965 Immigration Act\, as well as the US’s increased interests and involvement in the Middle East during the Cold War\, which shaped its relationship with its own Arab population. I will show how the coincidence of a series of international conjunctures\, from the establishment of the state of Israel\, Johnson’s 1965’s Immigration Act\, the 1967 Arab-Israeli War\, the Iranian Revolution\, the 1970 oil embargo and other international crises drastically changed American perceptions about Arabs\, highlighting the impact of American foreign policy on Arab diasporas in the U.S. While significant\, 9/11 intensified and systematised existing patterns but it by no means instigated them.

What does “nature-based” mean when seeking access to safe water\, high-quality sanitation\, and opportunities to practice safe hygiene? \nNature-based solutions are intended to benefit the ecosystem while mitigating climate impacts\, improving water quality\, access to freshwater\, and quality of life. But how the world will raise and wield the finance needed – some US$3 trillion a year globally by 2030 – remains fraught. \nPolicymakers are negotiating mileposts like the NCQG (New Collective Quantified Goal)\, an agreed amount developed countries will provide to developing countries for climate action. But the reality is that no matter what they agree\, it won’t be enough. The debate on how to reorient the global financial architecture to support climate-resilient development continues\, with the private sector expected to raise 70% of the trillions needed. \nCan the right regulatory and policy changes be woven into the world’s financial fabric to incentivize corporate action? Can private sector finance pave the way for a quick\, efficient\, and fair energy transition? What roles should civil society and multilateral institutions play? \nJoin Perry World House for this important conversation in the lead up to COP29\, “the finance COP” to learn how to think about these critical questions. \n\n\nSPEAKERS\n \nPaul Bodnar is the director of sustainable finance\, industry\, and diplomacy at the Bezos Earth Fund. He most recently served as global head of sustainable investing at BlackRock\, where he helped build the firm’s $500 billion sustainable funds business\, and also served as head of sustainability policy and engagement. \nPrior to joining BlackRock\, Bodnar held a variety of leadership positions in finance\, government\, and civil society. He was chief strategy officer and Executive Council member at RMI (formerly Rocky Mountain Institute)\, where he founded the Center for Climate-Aligned Finance. Paul served in the Obama White House as special assistant to the president and senior director for energy and climate change at the National Security Council. Prior to that\, Paul served at the State Department as U.S. lead negotiator for climate finance. \nEarlier in his career\, Bodnar was director for carbon finance at Climate Change Capital’s $1.2 billion carbon fund\, where he structured the fund’s largest investments. He was also co-founder and partner at Vertis Environmental Finance\, a leading European environmental commodity brokerage. Bodnar holds a BA from Stanford and an MA from Harvard. \n \nThilmeeza Hussain is the director of the United Nations Regional Commissions New York Office. She formerly served as ambassador and permanent representative of the Maldives to the United Nations and non-resident high commissioner to Canada since 2019. Alongside these roles\, she was co-chair of the Circle of Women Ambassadors to the UN\, led the preparatory committee for the Fourth International Conference on Small Island Developing States\, and was coordinator of the Gender Advisory Board of the president of the 77th UN General Assembly. From 2019 to 2022\, Hussain served as ambassador of the Maldives to the United States.  \nPrior to these diplomatic appointments\, she was an adjunct professor of sustainability at Ramapo College’s School of Social Sciences and Human Services. From 2009 to 2012\, Hussain was the deputy permanent representative of the Maldives to the UN\, working on issues including gender\, climate change\, and sustainable development\, but resigned after a coup d’état that overthrew her country’s first democratically elected government. Hussain holds a master’s degree in business management from Colorado Technical University and a bachelor’s degree from Murdoch University.

Virtual power plants (VPPs) combine these technologies across participating customers to create a resource that can reduce\, shift\, or generate electricity when needed. By providing these services to the power system\, VPPs can make significant contributions to grid reliability while directly compensating those consumers who participate. This presentation will introduce the concept of VPPs\, describe their potential for facilitating affordable decarbonization of the power sector\, and address barriers to deploying VPPs at scale. \n \nSpeaker\nRyan Hledik is a Principal of The Brattle Group. His consulting practice focuses on regulatory\, planning\, and strategy matters related to emerging energy technologies and policies. Mr. Hledik’s work on the grid edge has been cited in federal and state regulatory decisions\, as well as by Forbes\, National Geographic\, The New York Times\, Vox\, and The Washington Post. He has published more than 30 articles on electricity matters\, presented at industry events in 10 countries\, and assisted clients in matters related to energy storage\, load flexibility\, distributed generation\, electrification\, retail rate design\, energy efficiency\, and grid modernization. Ryan received his M.S. in Management Science and Engineering from Stanford University\, where he concentrated in Energy Economics and Policy. He received his B.S. in Applied Science from the University of Pennsylvania\, with minors in Economics and Mathematics. \nModerator\nSanya Carley is the faculty director of the Kleinman Center and Presidential Distinguished Professor of Energy Policy and City Planning at the Stuart Weitzman School of Design. She holds secondary appointments at the Wharton School and the School of Social Policy and Practice. She also co-directs the Energy Justice Lab and is a Resources for the Future (RFF) university fellow. \nCarley’s research focuses on energy justice and just transitions\, energy insecurity\, electricity and transportation markets\, and public perceptions of energy infrastructure and technologies. With the Energy Justice Lab team\, she built and maintains the Utility Disconnection Dashboard. DESCRIPTION:Photo courtesy of Rachael Balascak\nMeeting at Regal UA Cinema Parking Lot\, Main Street Manayunk\nJoin us for a midday bike ride along three waterways that link trails in the Wissahickon Valley Park to the Schuylkill River Trail. We will focus on the many bridges that line the waterways as we ride over\, under\, and alongside them.\nWe will meet in Manayunk at the Regal Cinema Lot on Main Street and will head toward Wissahickon Valley Park\, taking the Wissahickon Bike Path along the Creek up to Historic Rittenhouse Town. From there we will bike Forbidden Drive briefly\, visiting one of the historical bridges over the creek. We will then retrace our route\, connecting to the Schuylkill River Trail and riding down to Boathouse Row and the Art Museum. We will pass several bridges over the Schuylkill along the way\, pausing briefly to discuss the fascinating history of these bridges. The route will be paved except for the short segment on Forbidden Drive. Once we reach the Art Museum\, we will pause for a break and snack before we head back to Manayunk.\nThis event is for ages 18+. Helmets must be worn at all times; riders are responsible for the safe operation and maintenance of their own bicycles.\nDistance: 13-15 miles\nLevel: Moderate (some inclines and declines\, uneven surfaces).\nRegister below!

DESCRIPTION:“Unhoused and Unseen” inspired Crafting Open House for all! Come craft and converse with us .\n\n\nWhat will we be doing? \nDVAA invites families to join us for an inspirational afternoon of crafting and casual conversation about those who are experiencing housing challenges. The open house is on Sunday October 13th from 12-2pm at Da Vinci Art Alliance located at 704 Catherine Street.  \nActivities for children and adults include drawing exercises and making origami hearts. Families are encouraged to bring new hats or gloves to donate to Broad Street Love\, an organization focused on helping those experiencing deep poverty in Philadelphia. \nWe’re holding a Donation Drive! \nAs the colder months approach\, hats and gloves are essential items for those experiencing scarcity. Da Vinci Art Alliance will have a new hat and glove donation drive in conjunction with the October exhibition titled\, Unhoused and Unseen: Our “Invisitble” Neighbors. Donations can be dropped off at Da Vinci from October 3-20th in the Gallery 2 donation box. The items will be given to Broad Street Love\, an organization focused on helping those experiencing deep poverty in Philadelphia. \nThis event is a part of 2024 Kathryn Pannepacker Fellow Exhibition “Unhoused & Unseen: Our “Invisible” Neighbors” by Lisa Hendrickson i n partnership with Broad Street Love (BSL). A community space for those experiencing deep poverty\, Lisa Hendrickson created a series of mixed media paintings that capture the humanity of an often overlooked population; those who are unhoused. Through thoughtful portraits and interviews with guests that BSL serves\, Hendrickson invites viewers to examine their compassion and connection to those experiencing scarcity. Unhoused & Unseen: Our “Invisible Neighbors” challenges the greater Philadelphia community to advocate for critical support in areas such as affordable housing\, successful reintegration of formerly incarcerated individuals\, substance abuse counseling\, mental health support\, and immigration assistance. \nLearn more at: davinciartalliance.org \n \nThis event and free and open to all. Suggested donation to attend is $10 per person. \nDVAA is a historic row home in the Bella Vista neighborhood. We are not yet wheelchair accessible; Da Vinci is a three floor gallery with narrow staircases. (We are working towards becoming ADA accessible by 2027!) It is 5 steps up to the first floor level\, and 14 steps from the first to second floor\, where the gender-neutral bathroom is located. Da Vinci has masks and COVID tests available at our events. We can reserve seats for low-vision and Deaf and HoH community members as needed. DVAA exhibitions are free to visit and all of our programs are free or suggested donation. Then join us for a variety of stewardship projects!\nAll are welcome to attend\, and no experience is needed. We encourage attendees to work within their own comfort level\, and we always strive to accommodate needs on an individual basis. With that being said\, this service day may include the following activities:\n• Planting: bending over\, crouching/squatting\, carrying up to 20 lbs\n• Invasive plant removal: bending over\, using long handled tools\n• Litter clean-up\n• Repetitive motions\nWe provide gloves\, tools\, and instruction–you just need to show up! Be sure to wear sturdy footwear and long pants\, and remember to bring water with you. Detailed information and confirmation of the meeting location will be sent by email the day before the event.
